While a diocesan bishop could do so as I noted, that article leads me to question the assertion that the bishop actually did so dispense in this case. There would seem to be more to the story than we know or some confusion somewhere in the details as they reached this thread.
Yes, I would tend to agree with that assessment. After discussion with my in-laws, they perhaps are thinking they misheard the announcement (They are old). I wonder how many others might have been confused.

Thanks for that link too BTW…It was good to see Fr. Olson’s statements in the article, I know him well, and he was very clear in that article…

There is a lot of shifting of assignments in that area recently and church closings, so it is possible that the misunderstanding comes from the Mass scheduling and that there might not be a full schedule of Masses at any one particular church. The particular area of this church is somewhat remote and that may have also contributed to the confusion.

If I get more info I will post…Waiting to hear back from the parish secretary and organist up there (both friends of mine) to get the whole story…

My Church normally has a scheduled 5pm Sunday Mass, that I often go to.
This past Sunday the readings were for the Christmas Vigil…
Does this mean that the normal Sunday Mass fulfils my obligation, but not the one I went to on Sunday Christmas eve. , since they said the vigil Mass ?

It is a little confusing.

No. Choice of readings is irrelevant with regard to the obligation.
