There never should have been a bestowing of titles of one church to clergy of others, whether RC archimandrite (which is a monastic eastern rank in any event–the diocesan/eparchial equivalence is “Archpriest” . . ), or eastern monsignors.Why isn’t it?

Not “encouraged”, but “automatically enrolled in”. After which can either join a a parish of any rite, or request transfer to any other rite.Usually (not always) a person converting from Orthodoxy is encouraged to join the Eastern Catholic Church closest to his/her background.
