Tatoos permitted?

A friend told a mutual friend that we cannot have tatoos. Our mutual friend was disturbed because her son has tatoos. The only thing that I added was that I heard Fr. Groeschel on EWTN say that we cannot have tatoos. I think he quoted Lev. A recent question submitted was if it was ok for a rosary tatoo and your apologist said in this case it was ok. It seems to be more clear to me…it’s either ok or not regardless of subject matter.
