The Te Deum is a hymn of praise.
In the Catholic Church it was used for a special blessing such as the publication of a treaty of peace, or a royal coronation.
Would a Te Deum be sung for the birth of a royal prince or princess?
 
Indeed there would quite likely be a solemn public Te Deum for the birth of a Prince especially if it was the Heir Apparent. It is also often common for Masses of thanksgiving to be said/sung and for special offerings be made to churches and shrines.

A Te Deum can be sung for any great occasion of thanksgiving.
