But how do you account for the example set by the countries of Scandinavia? The people have become very secular but their governments, from what I’ve heard, care about human rights and international development more than those in the rest of Europe, in North America, and in Australia/New Zealand.

Don’t kid yourself. The Scandinavian governments have become gods unto themselves.
They control everything. Scandinavians do not dare stand up to their gods. They are not necessarily as prosperous and moral as you may think. They have led the world in succumbing to socialism. They may well be the first to throw off that yoke. We may have to wait some time for that to happen. Just don’t suppose they are content living under socialist dictatorships.
