There is no ontological correspondence between churches and rites - some churches have not always used the same rite as they use today, and clerics of one church can most certainly use the rites of another church, it’s just that they typically need *permission *to do so. The rite used by any particular cleric is something, although stemming from tradition, that is a legislated matter because authorities can allow for a derogation of it. Jesuits with their Eastern missions are especially known examples of Latin priests who could and can - shockingly! - use Eastern anaphorae.The pope can’t ban Eastern anaphorae.
It’s just that - shockingly! - only Easterners can use them.
