The bishop washes his hands after communion. Shouldn't he consume the water?

Our bishop has begun washing his hands after communion. The acolytes bring him water and a towel after he is seated, and he washes. He says it is to remove any crumbs that have adhered to his hands. My question, then, is: Shouldn’t he consume the water?
 
It should be poured into the sacrarium, or poured into some ground set aside for this purpose.
Other than that, maybe someone else more informed than I can chime in.

No. You may pour the contents of the ablution cup down the sacrarium/piscina.
