The 7 personal H.S. gifts seem to be a catholic teaching.

1…Can you tell when you are inspired by the 7 gifts Holy Spirit. ??

Non catholics can tell when a person is speaking inspired
. because there is an electronic energy from the spirit that you can feel.

This is part of the “signs following” for a Christian
Roman’s 8… The holy spirit bears witness with our spirit.

How about you can you tell when you get a RHAMA word ?

You mean rhema (used along with Logos to convey ‘word’?)

An 'electronic energy" from the spirit, eh?

Which spirit? There are lots of spirits. . . And Scripture tells us that some of those spirits like to disguise themselves as beings of light.

Wouldn’t it be more logical to rely on the content of the rhema and how it aligns with known Scripture and tradition?

Yes. The gifts lead or inspire one to experience the Spirit’s 12 fruits. See CCC#1832.
