I’m not sure I understand your question. Are you asking whether it’s proper for a Pope to give sermons? (It is; he is an ordained priest.) Or are you asking whether it is proper for him to read his sermons? (There is a long tradition in both the Catholic and Protestant movements reading sermons from a script.) Or are you asking if a Pope’s sermon constitutes Catholic oral tradition? (It does not, although he may quote oral tradition.)

I don’t know if it traditional or not, but it is perfectly fine for the Pope to read his homily. Most public speakers refer to notes or read from a prepared sheet.

I think it especially important that all the Pope says be accurate. Thus, it is probably best that he read the speech to ensure accuracy in what he is going to say and ensure no slips of the tongue.
