If the Church has the power to interpret the Bible, why doesn’t it just issue and inspired, infallible commentary on the whole Bible and be done with it? Then we would know exactly what each verse means.

It has, for a very long time. Go buy a Catholic Study Bible. You’ll find it chuck-full of guidance on how to interpret the Bible. Also, any Catholic Bible is apt to have interpretive introductions to every book in the Bible.
 
Because that would lend to the fallacy that the meaning of a verse in Scripture can be exhausted.

Also, the Church cannot exercise infallibility at will. There are many passages the Holy Spirit has yet to reveal meanings to. The Church is subject to the Spirit’s guidance.

The Holy Spirit is infallible–He is the Author of the Bible and therefore the Bible itself is infallible. He guides the Church into the proper interpretation. The Bible has been translated into many different languages over the years. If you have ever studied a foreign language, you know that there are some phrases which cannot be accurately translated into your own. To see a perfect example of this, read the instruction manuals of products made in Japan. The Church is filled with members of many languages and cultures. The gifts of doctrinal infallibility and papal infallibility are Christ’s chosen method of accurate transmission of His truths down through the ages.
