On February 11, 1950, Pope Pius XII wrote to the Carmelite Order that “the Scapular is the sign of our consecration to the Most Holy Heart of the Immaculate Virgin.”

Is it necessary to have the cloth Scapular blessed?

It’s not necessary since anyone may wear it. However, if you want one blessed any priest may perform the rite. 🙂

When I was enrolled, my first scapular was blessed. Subsequent scapulars are not blessed anymore as the blessing is attached to the enrollee and transfers to subsequent scapulars as the old ones are replaced.

Anyone may wear the scapular, but to receive the promised blessings from it you must be enrolled in it. It’s very worth it! Find a priest that will do it the right way though. The instructions for how to do it are inside the package when you buy the scapular. You can also find more info on the scapular at various sites online. You can check the link below for more info.
