In The Book of the Prophet Isaiah, Chapter 42 Verse 4 states:
until he establishes justice on the earth;
the coastlands will wait for his teaching

That like many things like this is often up for debate. But I think you can safely say either the west end of the Mediterranean, or Northern end of the Persian Gulf/Red Sea. My best guess, the Northern end of the Persian Gulf, for none other than much of the Old Testament was written during the Babylonian Exile. This would have immersed the writer(s) in the (current Iraq) river basin that drains into the Persian Gulf.
