Deu 19:10 That innocent5355blood1818 be not3808shed8210 in7130 thy land,776 which834 the LORD3068 thy God430 giveth5414 thee for an inheritance,5159 and soblood1818 be1961 upon5921 thee.

Deu 19:11 But if3588 any man376 hate1961, 8130 his neighbor,7453 and lie in wait693 for him, and rise up6965 against5921 him, and smite5221 him mortally5315 that he die,4191 and fleeth5127 into413 one259 of these411 cities:5892

Deu 19:12 Then the elders2205 of his city5892 shall send7971 and fetch3947 him thence,4480, 8033 and deliver5414 him into the hand3027 of the avenger1350 of blood,1818 that he may die.4191

Deu 19:13 Thine eye5869 shall not3808 pity2347, 5921 him, but thou shalt put away1197the guilt of innocent5355 blood1818 from Israel,4480, 3478 that it may go well2895 with thee. the cities of refugee were for manslaughter& negligent homcide. not murder.

Joseph Bottum: “If judges show mercy, in any meaningful sense of the word, they do so at the explicit cost of justice; they are being unjust by failing to exact the penalty that justice requires.”

I agree with this statement and believe that JPII’s opposition to the death penalty simply fails to address the issue of justice. Punishment is not applied simply to protect society, as JPII himself said in Evangelium Vitae: “The primary purpose of the punishment which society inflicts is “to redress the disorder caused by the offence”. Public authority must redress the violation of personal and social rights by imposing on the offender an adequate punishment for the crime.”

Justice, as Bottum correctly states, requires a penalty commensurate with the crime. I this is affirmed by Paul VI: " The very existence and the gravity of the punishment enable us to understand the foolishness and malice of sin and its harmful consequences."
