In this Country the Epiphnay of the Lord is observed on the Sunday after New Year’s Day. Because of this when Christmas falls on a Sunday or a Monday the Feast of the Baptism of the Lord is observed on the Monday after Epiphany (observed) instead of the Sunday after January 6th (traditional Epiphany). Reading in the Rubrics of my old Brievrary it states that in the older days if this case happened, the Baptism of the Lord would not be observed at all. I heard that Pope John Paul II intervened eventually and told countries that are not observing Epiphany on January 6th that they are to observe the Baptism of the Lord on the Monday after Epiphany (observed). My question is when did John Paul II do this?

Before Vatican II Epiphany was an octave and the Baptism of the Lord was commemorated on the Octave Day, January 13th.
