In The Book of Job, Chapter 9 Verse 16 states:

    If I appealed to him and he answered my call, I could not believe that he would hearken to my words;       
 
 Why would it be difficult for Job to believe that the Lord would hearken to his words?

Maybe because he was humble. He might have thought he was too lowly for his prayers to be important to God. Of course, later he learns that God takes a personal interest in him and in his sufferings, which must have been surprising for him!
