The origins of the cross on the Pope's throne?

Please answer me why is the cross turned upside down over the Pope’s Thrown?
 
According to tradition St. Peter when he was being crucified asked that he be crucified upside down because he did not feel worthy to die in the same way as Jesus.

In Catholic theology the Pope is the successor St. Peter. Upside down crosses are a symbol of St. Peter and the Pope as his successor.
