The reference from Pope Gregory is to the See of one:

Wherefore though there are many apostles, yet with regard to the principality itself the See of the Prince of the apostles alone has grown strong in authority, which in three places is the See of one.
How does this answer my question?
 
Gregory says that all three cities make up the one see, because the Church in those cities was established by St. Peter. BUT, he never states that all three cities hold the keys, as seems to be the argument put forth by others. His letters, and actions, make it quite clear that he believes Rome holds the keys.

You asked “Are you arguing that all three have universal jurisdiction over the Church?”
I answered that one has universal jurisdiction, the* one See*, which is in three places. That is, one not three. The idea is the triple Petrine See not three different patriarchs.
