If God had Jesus’ condemnation by the Pharisees planned out, does that mean that God willfully planned for them to go to hell, since the condemned and killed His Son?

God didn’t “plan” their actions, though He knew what would come to pass.

But the question is actually easier than that to answer: who says they went to hell?
 
God knew in advance that they would misuse their gift of free will, yet allowed them to retain that same free will. That God would create for the purpose of destroying is Calvinist.
 
You are assuming:
  1. The Pharisees knew what they were doing when “they” (some of them) condemned Jesus
  2. None of them repented
