At the 1989 summit, Cardinal Ratzinger enhanced his public image as someone who knew how to crack the theological whip for Pope John Paul.

In a tough-talking speech, the cardinal said that “theologians in many parts of the world have taken the place of the bishop as teacher” reducing “the episcopate to a kind of spiritual administration” with bishops acting as “supervisors.”

“Bishops have submitted in large measure to this scheme of things and have little exercised their teaching authority in opposition to theologians,” the cardinal said.

Retired Archbishop Patrick F. Flores of San Antonio said, “I’m happy that he was elected.” But the archbishop added that he disagreed with the cardinal on the bishop-as-teacher issue.

“We have to delegate responsibility. We can’t do all the teaching ourselves,” Archbishop Flores told CNS.

The need to delegate is why there are church-approved theologians at Catholic universities, he said. The role of the bishop is “to check in on them and see that the university is good and solid,” the archbishop said.

Archbishop Flores said that he dealt with Cardinal Ratzinger for more than 20 years and the cardinal helped him draft an archdiocesan policy on prevention of child sex abuse before the U.S. bishops drafted their national policy in 2002.
