The Illuminati and the agents of Satan do not have a monopoly on the term ‘new world order’.
Benedict has denounced the idea of liberation theology of some kind of utopian age on earth. Man’s ultimate fulfillment will only be in Heaven but we can, nay must, allow the supernatural order of ‘grace’ to transform our worldly natures and build a ‘civilisation of love’ or if you like a ‘new world order’.
To answer your question, Benedict, (if he uttered those words) would have been referring to the purification of the world order through acts of charity
