Concelebration did exist prior to Vatican II, but in very limited circumstances at least just prior to Vatican II, namely ordination and consecration of a bishop. It is believed to have also existed in early Catholicism mainly for major feasts but fell gradually into disuse. In the “Dialogue Masses” you also see the beginnings of concelebration, which did not exist pre-Vatican II, and which most people take for granted today.
