What if it wasn’t a mistake but a deliberate choice?
Then he was being a hypocrite. Look, I don’t know why he wore it. Ask him.

I have no idea when the photo is from. He’s currently the prefect for the CCDDS, so he’s not in the business of flaunting Church regulations.

I doubt he would have been involved in fluanting Church regulations before becoming prefect for the CCDDS YET he has very publicly appears to have done that at times (and may still do so on this topic - we don’t know as we don’t have dated photos).

For the love of God, the man has made a mistake. I’m sure, looking back, he admits and it avoids it in the future.

The problem is that local parishes can be so pushy with their custom vestments made just for a particular occasion.
I’m saying that if he did it, it can’t be a big deal. I’m supporting him.

Wearing the stole over the chasuble is quite common in Asia and is practically the norm in the Philippines for Ordinary Form Masses. (I’m 28, I’ve lived in Metro Manila all my life and always been a frequent Mass goer). In concelebrated Masses, the main celebrant and a few others would be in alb, stole and chasuble while most of the concelebrants would be in chasu-alb and stole, although I’ve also attended many Masses where even the main celebrant (a bishop in some cases) would be in overlay stole and chasuble. Many priests also wear only the chasu-alb and stole for Mass, while others wear BOTH an alb and a chasu-alb

Here are examples, from the Chrism Mass of 2010 in Manila Cathedral:

If a chasuble is worn, it is often white regardless of the liturgical season, the stole alone following the liturgical color of the day.
