I have been reading the Catholic Catechism and came across the explanations of the sin of Scandal:
II. RESPECT FOR THE DIGNITY OF PERSONS
Respect for the souls of others: scandal
2284 Scandal is an attitude or behavior which leads another to do evil. The person who gives scandal becomes his neighbor’s tempter. He damages virtue and integrity; he may even draw his brother into spiritual death. Scandal is a grave offense if by deed or omission another is deliberately led into a grave offense.
This suggests to me that the Church’s teaching is that a libertarian legislator or judge is as guilty, or even more so in some cases, than the person actually performing and abortion or engaging in certain sexual acts, because they have passed laws which encourage people to commit sin which they may otherwise not commit. Yet, a legislator is elected as a secular official. A president is expected to represent the will of all the people, including those who disagree with him. President Carter was the first president to be elected after Roe V Wade. Today, as a private citizen he openly expresses his pro-life view. My reading on the subject indicates that he did not do so, as president.
