The stole. I have seen priests wear the stole beneath the chausable and other times over the chausable. Are there any rules for this? Anyone know the history behind these two practices.

GIRM 123
The vestment proper to the Priest celebrant at Mass, and in other sacred actions directly connected with Mass unless otherwise indicated, is the chasuble, worn over the alb and stole.
GIRM 337
Likewise the Priest, in putting on the chasuble according to the rubrics, is not to omit the stole. All Ordinaries should be vigilant in order that all usage to the contrary be eradicated.

Interesting.
I have often seen priests wear the Stole over the Chasuble. I think I’ve even seen deacons wear theirs over their Dalmatic.
I’ve not previously wondered why they sometimes wear it over, and other times is worn under (just visible sticking out the bottom).

the omission of the stole however is clearly prohibited.

This is not allowed in any case. The Stole is over the Alb and under the Chasuble.
The “otherwise indicated” is referring to Bishops using Pontifical Dalmatics and other vestments that are permitted. A good example would be the Papal Fanon, which may be used over the Chasuble. The otherwise indicated is referring to the three vestments appropriate to Holy Mass; the Stole, Chasuble and Alb - it is not referring to the order in which they are put on.
It is also in good conformance with continuity and sacred tradition for a Priest to cross the stole over his heart like so:

Deacons on the other hand, when using the Alb should always have the stole crossed from the left shoulder to the right hip.

I believe the older version of the GIRM had a clause which allowed some variations in “specific pastoral circumstances”, but this was grossly overused, so the new translation (as Vico posted) clarifies that the stole always belongs under the chasuble.
From a more symbolic standpoint: the stole represents priestly authority, while the chasuble represents charity. What good priest wouldn’t want his charity to be more prevalent than his authority?

Also, to be perfectly honest, the only Pastoral provision one could really think of is the lack of a Chasuble in the correct Liturgical Colour (or a gold/silver one). Then, it should be allowed to omit the Chasuble in such a case… but otherwise it is an abuse.

I honestly think priests who wear their stole over their chasuble for aesthetic purposes and think it looks good. I’m sure many would correct themselves if their stoles were replaced by ones that said “if you can read this, I’m incompetent/disobedient in vesting myself for Mass”.
