What are the rules regarding who is allowed to be a God-parent?

In the Roman Catholic Church, they allow a “Christian witness” (non-Catholic) as long as there is a Catholic God-parent. What about Orthodoxy? Can a Catholic be a godparent to a Orthodox?
 
No, only an Orthodox can be an Orthodox Godparent. Not that I can’t say that some well-intentioned priest somewhere hasn’t done it in the past, but it would be very rare, and is rather a stupid thing to do.

Yes, it makes sense that an Orthodox person have Orthodox Godparents, after all it is their duty to help raise them in the faith.

Same for us. A Catholic should have a Catholic Godparent, after all it’s the duty of a Godparent to help raise their Godchild in the faith!

Personally I agree with you, but once again in Catholicism the Orthodox are the one exception to y’all’s rules:

I should add that there would probably be a much thinner line between whether or not an Eastern Catholic could be a Godparent for an Orthodox Christian…in my mind I feel that would be seen a little differently than a Roman Catholic, though personally I would still disagree with it.

No. Trust me, we have a Catholic friend that would have gladly been if it were allowed (he was thrilled with our becoming Orthodox!). But is makes complete sense that an Orthodox person be a godparent to another Orthodox person. We see it in a sense of not just a spiritual thing, but also like adding to your family. My children are part of their godparents’ families. We are part of their families and they are part of ours. The parents of the godparents are called “big nouno” and “big nouna” as though they are their actual grandparents.

It might be different in Eastern Europe especially if there is little distinction between the Orthodox and Catholic of the same Rite.
 
Among the Oriental Orthodox, the Syriac Orthodox and the Armenian Apostolic Church allow Catholics to be godparents.

What is it like for the ACOE?

Yep. I don’t object to that, either! I have no right to, and I don’t see why an Orthodox could NOT be Godparent to a Catholic/
