When ARCIC began, ACNA and the Continuum didn’t exist, and the Anglican Communion represented all the official Anglican Church churches in Asia, Africa and South America.

In what way? Does the divide among Anglicans, that created the ACNA, make ARCIC more urgent? More achievable since the Roman Catholics now include a faction that was once Anglican?
 
Well, Archbishop likely represents more of a movement within Anglicanism now, rather than Anglicanism as a whole. I think the RCC would need to talk with reps from the other parts, too.
 
Hmmm. Why would those who have left the Anglican Communion represent the Anglican Communion? I think who represents the Anglicans is largely a question for the Anglicans, not the Catholics. I could see other efforts at dialogue with the groups you mention, but I don’t see why they would participate in already established groups like ARCIC, why they would want to. I even have my doubts about members of the Ordinariate participating as Catholics.
