What Pau is referring to is those who live and followa Christ-centered life. Likewise, people who do not accept Jesus reject his suffering and resurrection.Phillippians 3:17-19 Paul says their god is their stomach and their minds are occupied with earthly things. Can anyone explain what he meant?

The Haydock Commentary also notes that here:St Paul points to the bad example given by those (cf. v. 2) who, by upholding false doctrines or abusing their Christian freedom, lead a life steeped in vice; they let themselves be controlled by their sensual appetites and they set their hearts on things which enslave them, which should rather make them blush. They are enemies of Christ’s cross.
[St. Paul] exhorts them to follow him in what he had taught them, and in the model of a good life, which he had set before them. He repeats to them, with tears, what he had formerly told them, that many walk and conduct themselves as enemies to the cross of Christ, to Christ crucified, by abandoning themselves to the pleasures of a sensual life, who glory in things they ought to be ashamed of.
