Are bad thoughts mortal ? For instance, hoping or not caring if someone dies, or sexual thoughts ? Wishing bad upon someone , etc. However, not acting on them, are they still considered a mortal sin?

yes thoughts can be grave matter for mortal sin…(Jesus was very clear on this one) one still needs of course…full knowledge and complete consent though not just a thought in ones head…

Wishing evil upon someone instead of praying for your enemies is definitely a sin.
 
yes, if they come from your will

if they are temptations that you resist, then they’re not sins… if you don’t want them but feel them, they’re venial sins at most, if at all.

I would confess them anyway 🙂
