My daughters grew up figure skating and spent many hours each day in very cold ice rinks. Yes, they wore those tiny little skirts (so that they would have freedom of movement). But their legs didn’t get cold because…they wore Mondors–very warm, thick tights. They are extremely durable–skaters take fall after fall in Mondors, and they don’t rip easily. And they come in all sizes, not just teeny-weeny and “gut buster.”
Here’s a link to the Rainbo Sports Catalogue, which is where a lot of skaters get their Mondors:

There are all kinds of thicknesses to Mondors, so take your time. And google other catalogs and sales outlets for Mondors. If there is an ice rink anywhere near you, go and check out the pro shop. Even if it’s a hockey pro shop, they will usually stock at least some figure skating apparel, especially Mondors and the alternative brands.
There are other brands of skating tights. Mondors is just the best-known brand.
I agree with those who say wear leggings under dresses. This is THE hot fashion statement at the moment and I think it looks charming and practical and comfortable. My older daughter is especially attractive in this look. She will wear a dress with simple lines, often knee length or longer, over a pair of leggings, and she looks fabulous.
I personally think even Queen-sized ladies like me look good with a dress over leggings!
I personally wear slacks throughout the cold weather. I’m never cold because I dress for the weather. Like the Norwegians say, “There’s no such thing as bad weather, only bad clothing!”
