To whom should I address this liturgical abuse?

I wrote a letter to the pastor of my former parish (over 20 years) out of concern over the nun giving the homily, knowing this is done regularly. I also sent a letter to the bishop asking that it be stopped. I know for a fact that the associate was given the weekend off because the pastor wanted the nun to give the homily. The parishioners are being cheated and it disturbs me. It has been over two months with no response from the pastor or the bishop. To whom should I now address this?
