In The Book of Leviticus, Chapter 2 Verse 2 states:

 When he has brought it to Aaron's sons the priests, one of them shall take a handful of this fine flour and oil, together with all the frankincense, and this he shall burn on the altar as a token offering, a sweet-smelling oblation to the Lord. The rest of the cereal offering belongs to Aaron and his sons.      

 Why was not the entire cereal offering offered to the Lord?
 
In Dr. Hahn’s theology class, he said that one of the Old Testament modes of making an offering is to leave part of it for the priest to receive. The split of the offering between giving some “to God” and some to “the priest” represents the priest’s role in mediating on behalf of God. The priest’s receipt actually is a sign that God has received and that he is a true mediator. The burning smoke, incidentally, as it ascends in the air, represents the offering going up to God in heaven.
