On icy streets I’ve often seen two women holding onto each other to be safer. I wouldn’t think they’re doing anything wrong.
However, I would expect them to let go as soon as it’s safe. 🙂

The sidewalks and streets are slippery and slushy. The woman has difficultly with her footing.

Is it appropriate for her to reach out to steady herself on his arm? Is it appropriate for him to offer his arm? Or would that be an “iffy” crossing of a line?
After they were on non slippery ground, did they continue to hold each other? Do they purposely walk on icy streets so they can hang on to each other? Then yep, getting into a dangerous zone

If they had no idea it was going to be slippery, the woman grabbed the guys arm in a modest way and then let go, it is OK.
