Traditional Latin mass in cities

I wonder if any one can help me.
I remember reading a document by pope Benedict I think,in which it states that bishops should make the traditional Latin mass available in cities
Does anyone know the document or maybe my memory is going. :S

Are you talking about the motu proprio Summorum Pontificum (see here for the document and here for the letter accompanying it) which Pope Benedict XVI sent out in 2007? By doing this, the Holy Father restored and offered the Traditional Latin Mass back to us without us having to go asking our bishops for it. In any parish now, the priest may offer it without asking the permission of the bishop. Thank-you Pope Benedict XVI!
 
I read a similar thing not to long back but if I remember correctly it was a concession with SSPX. About allowing the faithful with EF devotions ability to have the parish say EF masses as an extraordinary rite to supplement the OF

Maybe it was the 2007 article the above posted. But i’m unsure

It could also be Universae Ecclesae which is an instruction on how to apply Summorum Pontificum.
