Sure we can declare that it is wrong. We can petition for the old rite in our parish. We can also go to an existing TLM.

Is it “The People’s Mass” only up until the point that The People ask for a reversion to older practices?

Also means that the laity does not count, not even to the level to hear the prayer, that their participation is superficial. Our world is always dialectic, between two pillars.
