I am a history buff and would like to know about when the Church began our traditional formal confession to a priest.

It developed slowly over time. The Shepherd of Hermas, a document from the 1st century, lays the foundation for modern Catholic Confession. The Individual, 1on1 practice began in the 1200s ish.

It may be there is some historian who has researched the matter. What I have heard repeatedly was that individual confession started in Europe as Irish monks brought it over to the Continent; and the time given was around 600 AD, +/-.
