Whataboutism is all about deflection. In the case of Biden it looks like one incident of lifting a Neil Kinnock quote in a campaign speech. Hardly in the same league, but if an accuser is forced to stop demanding explanations and rather having to in some way defend themselves, or heck anyone else on the planet, then the deflection worked.

I personally think it’s ridiculous to imagine politicians will cite every turn of phrase or germination of a policy idea. Nothing is new under the sun when it comes to political speeches and policy directions. I care if their ideas or good, not that they are original.

And why doesn’t plagiarism disqualify Biden?
So, if someone else does something, I can do it, too? I was always taught that two wrongs don’t make a right.
Actually, I said the opposite. If plagiarism disqualifies Crowley, doesn’t it disqualify Biden?

Oh, I see. He only did it once. By degrees, Biden’s was okay.
Often the opposite of whatsboutism is double standardism

I have no answer to your question - its unclear what you are challenging.

“it would appear” is ambiguous. "Is it not " and “if it can be” are not grounds to disallow …

We need to listen to others and be satisified when we do our own research.

It’s a stretch to call what Biden did plagiarism.
Incidents of plagiarism both on the campaign trail and during his time at the Syracuse University College of Law became some of the final issues that dogged Biden before he ultimately suspended his floundering campaign.
…
According to another 1987 article in The Times, Biden acknowledged plagiarizing a law review journal for a paper during law school, and asked school administrators not to be expelled. But Biden also said he made a mistake in the citation process.
