Is it correct to use this verse to demonstrate the Trinity? What are the Jewish understandings of this text?

St Augustine used it in the City of God and I think that it is a good one to use in a supporting manner.

I have heard two possible interpretations of this passage:
  1. God speaking with His Heavenly Court of Angels: Which would create the issue of why did God discuss this with the Angels and did the Angels have a part to play in creating mankind? Both assertions would be sticking in my opinion.
  2. God is speaking in the plural as a monarch. Some ancient monarchs would refer to themselves using plural pronouns because they believed that they were speaking for their entire kingdom. The problem with this assertion is why did God use this plural reference a great deal more in the Old Testament? If I remember correctly this is used only 3 times in the Old Testament and two of the times is in Genesis. (Don’t remember where the other one was used.) Another problem with this assertion is that God made mankind for all of heaven instead of for Himself only. Which this is refuted elsewhere in the Scriptures.
So my answer is yes you can use it to refer to the Trinity.
