The US government can acknowledge that the states, in the person of the Governors, have the legal authority for lockdowns and such. BUT, federal leadership would be publishing these CDC guidelines and gaining buy in from the states, either individually or through regional coalitions of states.
Federal leadership is essential here, and we are not getting it.
