The important thing is that the Bishop and presumably his consultors must form a Board of Members which is over the Board of Directors of each individual parish. Without a Board of Members unmbrella structure, each individual parish would be completely independent and could use civil law to ignore the Bishop or worse.

There’s no reason to believe that a civil remedy for the problems dioceses have been facing will lead to ecclesiastical breaks with the diocese.

They could only ignore the Bishop for so long. When the Bishop no longer supplies clergy to the parish, it would cease to be a parish.
