Part 1: Does the Catholic Church recognize marriages between two Muslims, between two Buddists etc…as long as the persons are of the same faith in other words.

yes and yes
any Catholic can attend a wedding between two non-Catholics in any venue
if you are an ambassador you undoubtedly have a protocol officer whose business it is to know the answer to such questions.

I am not an ambassador, I was using the term as a description of how I feel about going to a non Catholic function- Thank you for your answers, I was really in the dark about it.
