Lack of leadership. everyone is doing their own thing. why obey when they are allowed to stay in the CC and preach their heresies to deceive the souls of Catholics? and encourage sins without any punishment?

It’s possible that the bishops recognise that the mainstream view on homosexuals in Britain is one of tolerance, and that to make a fuss about them would be counter-productive in that people would dismiss the bishops as out-of-touch or Homophobes and then ordinary folk might be less likely to consider joining the Church, or remaining in it if they are starting to waver. Note that the bishops didn’t say they agree with same-sex marriage, but they clearly see that they can’t remain too out-of-step on an issue that has never been “Priority 1” for the Church. It’s not like being gay is mentioned in the Ten Commandments, or talked about by Jesus.
