Fr. Hardon has
an article on Angelology that says: “Were the angels created before the material world? The Church has never given a definitive answer. But the more common teaching of theologians is that the angels were created at the same time as the visible universe…”
Another article says: First observation, the angels were not originally created in heaven, we speak using the words “the angels, some, fell from heaven,” but these words are not to be taken literally. No one who actually ever reaches heaven will lose the celestial beatitude."
I don’t think anybody has named the angels’ state of existence between the moment of their creation and their choice for heaven or hell. They were just in the spiritual world but not in heaven, I suppose.
Obviously God wasn’t too concerned to reveal this to us, so it’s not a matter of importance to our own salvation. I don’t know any Scripture that you could deduce it from. It may not even be any of our business. But we do have freedom to speculate and guess, as long as we don’t try to teach our deductions as official and correct.
