At what level does being unproductive or if someone is bored and “wastes time” by watching tv, talking on the phone, texting, etc. become a mortal sin? or is it even a sin?

don’t know what you mean by productive. earning money? babies and retired people are unproductive in that sense, hardly a sin. It is a sin if you are neglecting the duties of your state in life or if you are engaged in any inherently immoral activity, other than that, you would have to find me a scripture citation as proof that recreation is immoral. Even God rested on the 7th day.

I don’t mean unproductive with your whole life, but once in awhile; for example - you don’t do anything but relax at home, go shopping, …the reason i ask is because i read on one of the old threads about mortal sins that being unproductive was a mortal sin, but someone else said something different so i wasn’t sure.

That is a topic that has come up when I’ve been in the confessional. (Full dis-closer: I am not a priest.)
“Unproductive” time can only lead to mortal sin.
It is good to schedule time to relax. (I use the word “schedule” simply to stress the idea that we need to incorporate prayer, work, relaxation, etc into our days/weeks in order to keep a balance.)
If, like me, you have too much time on your hands then you need to fill the spare time with work (paid or otherwise), social contacts, spiritual reading, prayer …
Oh, did I mention prayer?
I’d say just try your best to find a way to make your “wasted time”, in fact ALL your time, a way to get closer to our Lord.
Social contacts are very important. Try remembering each person you talk to or text in your prayers during the day.
You could also create some sort of formula to help to keep a balance in your life. For example, you might decide that for every hour you watch TV you’ll say 15 decades of the Rosary for The Reginator.
