I need to find the references to canon law showing that reconciliation can be obtained outside of the church walls and that a translator can be present if the penitent and the priest do not speak the same language.

This is for a 91 year old women that is homebound and would like to receive the sacraments.

Here’s what you are looking for:

Can. 983 §1 The sacramental seal is inviolable. Accordingly, it is absolutely wrong for a confessor in any way to betray the penitent, for any reason whatsoever, whether by word or in any other fashion.
**§2 An interpreter, if there is one, is also obliged to observe this secret, as are all others who in any way whatever have come to a knowledge of sins from a confession. **

Can. 990 No one is forbidden to confess through an interpreter, provided however that abuse and scandal are avoided, and without prejudice to the provision of can. 983 §2.

Hope this helps.

Update:
I found Canon 964 paragraph 3 that says that “Confessions are not to be heard outside a confessional without a just cause” *how do you convince a person that her is a just cause?
*
Canon 990 says “No one is prohibited from confessing through an interpreter as long as abuses and scandals are avoided and without prejudice to the prescript of ⇒ can. 983, §2”

Canon 983 paragraph 2 “The interpreter, if there is one, and all others who in any way have knowledge of sins from confession are also obliged to observe secrecy.”

Thanks for coming through one more time. I posted my second message before seeing your post. I have problems with the refresh of the posts.

Being physically prevented from traveling to or using the confessional is a just cause. Any priest should recognize that.

The problem was not with the priest but with the penitent. However things have being solved, and this Sunday she will receive the sacraments at her home.
