Yes because the two things are substantially different.

The State Department will begin flying children from Central America to the US so that they can live with their parents here in the US. Parents who have a legal immigration status.

The USCCB is speaking out against the inhumane conditions of the detention centers that house immigrants without legal documentation. Even if the State Department were facilitating illegal immigration that would have absolutely no bearing on whether the conditions in detention centers are humane.
