USDA Literature... Anti Religion

I was reading the fine print on some USDA literature regarding government programs administered I believe through the Farm Service Agency about a year ago. This program involved the receipt of government funds by farmers (subsidies). The fine print mentioned all of the broad classes of individuals that could be discriminated against in the administration of the program. I recall reading that religious groups could be discriminated against.

If the Congress has the power to create all laws, and the Congress shall pass no law respecting an establishment of religion, then who is checking the USDA when it comes to ensuring that one religious group isn’t receiving favor or disfavor compared to another?
 
We would need to see exactly what it says in order to make any intelligent response. Can you find a link?
 
The USDA does have a list - a list of groups they do NOT discriminate against, including religion. Check that fine print again!

Maybe my eyes missed the word “not”. What you say would make sense.
