That would seem to make the most sense to me. A priest always has the power to bless in the name of the Trinity. The hostilily against it seems to be unfounded.
Greetings ProVobis. I have enjoyed chtting to you here on many different topics. I wish you a very blessed Christmas and joyful 2012.

The letter has no legal standing in and of itself. All it’s saying is “documents already exist that forbid the practice” then it tells you exactly which documents. They are not difficult to find. As I said, those for whom Canon Law and other documents are not sufficient are simply not interested in what Rome wants or doesn’t want. As one of our priests yelled at me in a liturgy meeting, “We’ve never listened to Rome before and we’re not going to start now!”
Okay. I have three questions then.

i) Putting aside the content of paragraphs 1, 2 and 4 of the letter - neither of which I dispute -where in Canon Law is it laid down that priests are unable to confer blessings at communion? I think this is what several people have asked and nothing has been forthcoming.

ii) If Canon Law is definitive, why then does the writer say that the matter is “under the attentive study of the Congregation”?

iii) Even if this letter were authoratative, the use of the words “explicitly discouraged” and “should not” do not convey the sense of prohibition that has been interpreted from it.
