So proselytization of Orthodox is against Catholic policy but publicly praying that they will convert is fine and dandy, or what?

I think you may be misunderstanding. I’m pretty sure the bishop was referring to a conversion of heart from evil actions. (hence the phrase "be above the evil the Russian Federation had sown)

I didn’t see anything about praying for anyone to change churches.
