Valid baptism?

If a priest/bishop/deacon must officiate a baptism in order for it to be valid (except in cases of imminent and grave danger) then how is any protestant baptism valid since they do not have a valid priesthood? Why would the Church have a different rule for the same sacrament?
 
A baptism is always valid if the person uses water, the Trinitarian formula, and has the general intention to do what the Church does. Ordained clergy are not required for a valid baptism.
The Church does ordinarily have rules in place that baptisms should be performed by ordained clergy so that we can be assured it was done properly and is correctly recorded. However these rules do not determine the validity of baptism.
