Because there has been a failure of catechesis, of which I am a prime example. For example, after 12 years of schooling and attending Mass I did not know or understand transubstantiation. I “left” the Church in my late teens because I was uninterested in matters of faith, and, to me, the Catholic Church offered nothing I couldn’t get from an hour of watching Ernest Angely (and he was a LOT more entertaining). It was not until my return to the faith 3 years ago that I discovered the truth for myself.
Why now?
There have been two criticisms of the “sudden” interest in enforcing dogma - 1) it was timed to coincide with Kerry’s presidency, and 2) it is insufficient, given 40 years of failed catechesis (how can a priest enforce the norms if the parishioners don’t know the norms?). The first criticism is ludicrous (as if the Vatican is concerned with American politics AND knew, when the groundwork was being laid, that Kerry would be the Dem’s choice). The second criticism is probably valid.
